New authorities, old-style crackdown

April 2012: Tunisians defying a ban to demonstrate on the legendary Habib Bourguiba Avenue in Tunis were met with police repression Security forces marked Martyr's Day on 9 April in Tunisia by dispersing thousands of protesters - including more than a dozen journalists - with tear gas and truncheons. It is just the latest sign that despite Zine el-Abidine Ben Ali being the first dictator to fall in the Arab uprisings, old-style free expression violations continue, reports the IFEX Tunisia Monitoring Group (IFEX-TMG), a coalition of 21 IFEX members.

Free expression landscape in state of malaise post-Ben Ali, says IFEX-TMG

At the conference, PEN Tunisia President Naziha Rejiba reiterated the call for free expression, access to information and media independence to be guaranteed under the country's new Constitution Almost a year after the overthrow of President Ben Ali, the free expression field is in a state of "malaise" due to decades of censorship and repression, said members of the IFEX Tunisia Monitoring Group (IFEX-TMG). Meeting in Tunis last week to discuss the free expression landscape in the new Tunisia, IFEX-TMG members came up with a slew of recommendations that could help the country move forward.

Government resorts to hacking to stamp out coverage of unrest

Hactivist group Anonymous and Tunisian activists are calling for an end to government censorship While Tunisia continues to implode with protests against unemployment and corruption, officials are doing their best to ensure the public doesn't know what's going on. They pulled the usual stunts: arrested journalists, censored opposition newspapers and obstructed reports and broadcasts, report members of the IFEX Tunisia Monitoring Group (IFEX-TMG) and other IFEX members. But this time, the authorities have gone even further - harvesting passwords and usernames of bloggers, reporters and political activists to identify protest leaders and delete or compromise their email and Facebook accounts.

Judicial harassment stifles free expression

An ailing Tunisian journalist is languishing in jail on trumped up charges, while another faces two years in jail for being the target of a physical attack. This is just some of the evidence of how the authorities use the courts to crush dissent, says the IFEX Tunisia Monitoring Group (IFEX-TMG). Meanwhile, judges who dare to criticise the authorities are being uprooted from their jobs or are even having their salaries withheld, adds IFEX-TMG, which has stepped up its campaign to promote judicial independence.

War on free expression escalates with repressive legislation

The Tunisian government has intensified its attack on dissenting voices with a bill that will be used to silence critical journalists. The International Freedom of Expression Exchange Tunisia Monitoring Group (IFEX-TMG), a coalition of 20 IFEX members, condemns the adoption by the Tunisian Chamber of Deputies on 15 June of a law designed to eliminate political and social unrest. A number of other IFEX members also protested the new law.

TMG calls on African Commission to examine country's poor free expression record

Tunisian authorities are relentlessly punishing critical journalists and rights activists, says the Tunisia Monitoring Group (TMG), composed of 20 IFEX members, after a recent mission. This week the TMG is urging members of the African Commission on Human and Peoples' Rights (ACHPR) meeting in Gambia to examine the repression of freedom of expression and press freedom in Tunisia. For example, a journalist is facing four years in prison for reporting on demonstrations against unemployment and corruption. The TMG has also welcomed the recent release of an imprisoned critical journalist, but argues that he should have never been jailed.

This comes in response to a decision by the WSIS organisers to restrict the distribution of a report on free expression in Tunisia at the recently concluded preparatory committee meeting in Geneva, Switzerland.

The International Federation of Journalists (IFJ) has decided to suspend the Tunisian Journalists' Association (AJT) from membership and recommend its expulsion. IFJ's Executive Committee had expressed dismay over the presentation of the Association's "Plume d'Or" award for press freedom to President Zine el-Abidine Ben Ali at a ceremony late last year.

The Internet is "one of the most powerful agents of freedom, [exposing] truth to those who wish to see and hear it," says one of its pioneers, Vinton Cerf. It is because of this power that many governments fear the Internet and its ability to make the truth known. POLICE ASSAULT EDITOR IN COURT AS 9-YEAR SENTENCE CONFIRMED

In what Human Rights Watch (HRW) calls a "courtroom travesty" and a "miscarriage of justice," police abducted and beat "El Badil" newspaper director Hamma Hammami during a court hearing after he re-emerged from hiding to seek a re-trial for a previous conviction. Hammami, who is also the leader of the banned Tunisian Communist Workers' Party, had been sentenced in absentia to nine years in prison in August 1999 because of his political activities, says HRW.

"LARGE-SCALE MOBILISATION" WINS JOURNALIST'S RELEASE

Journalist and human rights activist Sihem Bensedrine was released on 11 August after six weeks in jail, according to Reporters sans frontières (RSF). Her release is only temporary and she expects to be called for trial in October or November. The journalist says her "surprise" release is the "fruit of large-scale mobilisation which has put pressure on those in power." Bensedrine, editor of the online weekly "Kalima", secretary-general of the Observatory for the Defence of Press, Publishing and Creation Freedom (OLPEC) and spokesperson for the National Council for Liberties in (CNLT), was detained on 26 June after she made comments about corruption in Tunisia on the London-based television station Al Mustaquilla. JOURNALIST ARRESTED FOR CRITICISING REGIME; RSF OCCUPIES TOURIST OFFICE IN PARIS

Journalist and human rights activist Sihem Bensedrine has been arrested after criticising the Tunisian regime on a London-based television programme, according to Reporters sans frontières (RSF) and the Committee to Protect Journalists (CPJ). Bensedrine, editor of the online magazine "Kalima", secretary-general of the Observatory for the Defence of Freedom of the Press, Publishing and Creation (OLPEC) and spokesperson for the National Council for Liberties in Tunisia (CNLT), was detained on 26 June at Tunis airport upon her return from France. Her arrest follows a 17 June appearance on Al Mustaquilla television, during which she raised the issue of corruption in Tunisia, reports RSF. Bensedrine is charged with "undermining the authority of the judiciary" and "spreading false information with the aim of undermining public authority," says CPJ.

NINE ORGANISATIONS URGE EU TO DEMAND HUMAN RIGHTS PROGRESS

Nine international human rights organisations, including IFEX members Reporters sans frontières (RSF) and Human Rights Watch (HRW), have written to European Union (EU) authorities, urging them to press for human rights improvements in Tunisia and to put in place mechanisms to monitor the situation. Other signatories of the 29 March open letter include Amnesty International, Avocats sans Frontières, Euro-Med Human Rights Network, International Federation of Human Rights Leagues, International Service for Human Rights, Observatory for the Protection of Human Rights Defenders, and the World Organization Against Torture.

RSF DELEGATION EXPELLED, ATTACKS ON PRESS FREEDOM ESCALATE

Attacks on press freedom in Tunisia are growing increasingly serious, according to Reporters sans frontières (RSF) and the Fédération professionnelle des journalistes du Québec (FPJQ). In the most recent incident on 21 February, four RSF representatives were roughed up by Tunisian police after trying to distribute copies of the banned monthly "Kaws el Karama". Two members of the delegation, including RSF secretary general Robert Ménard, were subsequently thrown out of the country.
