(AMARC/IFEX) - The Uruguayan Senate has approved a bill that provides for modifications to several articles of the country's press law, in addition to articles in the Criminal Code. The modifications include significant elements affecting defamation and the offence of "insult to authorities" (desacato).

(AMARC/IFEX) - AMARC is celebrating the Uruguayan government's approval of licences for 38 community radio stations. This includes the licencing of several historic community-based stations that have been broadcasting without authorisation due to the lack of an adequate legal framework. AMARC also welcomes the application of open and transparent procedures for the awarding of new commercial broadcasting licences and expresses its satisfaction with the inclusion of citizen participation mechanisms throughout the process.

(AMARC/IFEX) - On 29 September 2008, during a meeting of the Council of Ministers (Consejo de Ministros), President Tabaré Vázquez and all his ministers signed a bill that will modify Law 16099, known as the Press Law, and articles 138, 173 and 336 of the Criminal Code in order to eliminate the crimes of "insult" and "defamation" in cases of public interest and the crime of "insulting national symbols", among others.

La Quimera is based in Atlántida, in the department of Canelones.

(AMARC/IFEX) - The Uruguayan communications regulatory body, URSEC (Unidad Reguladora de Servicios de Comunicación), has announced that nine Ultra High Frequency (UHF) bands will be allocated for land-based, open digital television services. In an unprecedented move in terms of equal access to media sources, three of the nine bands were reserved for community television stations. Four of the remaining six channels will be allocated to the private sector, and two will be granted to publicly-owned television stations.

(AMARC/IFEX) - President Tabaré Vázquez's government has taken up as their own a proposal by various non-governmental organisations and experts to decriminalise the offences of "insult" and defamation, thereby improving Uruguay's legislation and bringing it into line with international human rights standards. In a few days a bill to accomplish that will be brought before parliament by the Education and Culture Minister. If passed, it will amend various articles in the Press Law and the Criminal Code.

(RSF/IFEX) - RSF is concerned for the safety of Marlene Vaz, a journalist based in the northeastern town of Río Branco, and her family, who have been harassed as a result of her reporting the theft of a large consignment of sport shoes involving the Río Branco police in early 2006. The threats have stepped up in recent days as Vaz appeals against her five-month suspended prison sentence for allegedly libelling the police in the weekly she edits, the Río Branco-based "Opción Cero".

Reporters Without Borders (RSF) has urged the Uruguayan government to pledge to shed light on the suspicious theft.

(IPYS/IFEX) - In the early morning of 26 March 2006, Canal 10 television channel journalist Eduardo Preve was robbed of several documents related to his ongoing investigation of the murder of chemist Eugenio Berríos, which took place in 1993. People linked to the dictatorial governments which ruled in Argentina, Chile and Uruguay during the 1980s were allegedly involved in the murder.
